The cause was degraded database connectivity at one of our infrastructure providers. Service recovered at 15:31 UTC, and after a brief period of minor slowness between 16:42 and 16:52 UTC, all community sites have been loading normally since.
No existing content was lost. We're continuing to work with our provider on the root cause, and we're adding safeguards so that a similar provider issue fails faster and affects fewer pages.
